This final report of the research project "Ezoneplus - The Eastward Enlargement of the
Eurozone" provides a comprehenive analysis of economic and financial consequeces of European
Monetary Union (EMU) enlargement as well as policy advice. The study concludes that the
Central and East European Countries (CEEC) may take decades to catch up economically
with their western neighbours unless adequate assistance from the older member countries is
being provided. Thus, the success of enlargement depends both on the speed of the process
and on the procedure how to implement the right political and economic mechanisms towards
sustainable self-financed growth.

This Summary Report reflects outcomes of the research project "The
Eastward Enlargement of the Eurozone (Ezoneplus)" that has analysed
these challenges with particular emphasis on monetary and fiscal policies,
on exchange-rate regimes and on the social dimension of the EMU enlargement
process. It will be shown that structural asymmetries in an enlarged
currency union will only slowly proceed towards a convergence of
welfare states across EU -25. The pace of this process depends largely on
the willingness and capability of political decision-makers at all levels to
coordinate the policies in question.

Eastward enlargement will eventually bring about the adoption of the euro by the new member states.
This will be a major event, quite distinct from mere accession to the European Union, and markets will be reshaped.
This book covers the underlying mechanisms for the most important markets-ie, labour markets, capital markets, as well
as trade and foreign direct investments. It turns out that market adaptation is a key to the success of enlargement.
Moreover, the role of exchange-rates will be of crucial importance, and may leave room for bargaining between old and new members.

This volume is a second one, published at Warsaw School of
Economics, dealing with the subject of Eurozone enlargement. The first one
was published in 2003, as a result of conference held in Cracow in
November 2002. The title of the first book edited by K. Zukrowska and
D. Sobczak is Eastward Enlargement of the Eurozone. Impact on Trade,
FDI and Capital Markets.

The Conference "The European Union Enlargement: socio-economic impact", which
took place on the 11th of April 2003 by initiative of the European Documentation Centre of the
University of Évora, presented as its main objective the dissemination and discussion of the results of
investigation developed by national and foreign researchers on the issue of the EU enlargement. It
was an explicit intention of the organizers to promote the debate on this issue, involving not only the
academia but also local and regional institutions, business associations and the general public. It is
our opinion that the wide and motivated participation in the event, together with the quality of the
presentations, demonstrate that the objectives were fully attained.
The Conference was an open
space to exchange views on the near future of the EU, thus contributing for further enlightening the
public on a crucial subject for the construction of a new Europe. The publication in book of the
communications appears as the logical corollary of that initiative, contributing to a wider
dissemination of the relevant information on this issue.
